Short answer
Start with one narrow, high-volume question set, such as HR policy or IT help desk questions, and build a Copilot Studio agent grounded on a curated SharePoint site or documents. Use a dedicated environment with DLP policies, require authentication, test with real questions, then publish to Teams or Microsoft 365 Copilot for a pilot group before adding actions that change data.
Key facts
- Copilot Studio builds agents that answer from knowledge sources and can take actions through connectors and flows.
- Agents respect the permissions of the signed-in user for many knowledge sources, so permissions hygiene matters.
- Power Platform environments and DLP policies govern Copilot Studio the same way they govern apps and flows.
- Copilot Studio has its own licensing and usage-based capacity, separate from Microsoft 365 Copilot user licenses.
- The first agent should answer questions before it is allowed to change records.
What Copilot Studio is for
Copilot Studio is Microsoft's tool for building agents: conversational assistants that answer questions from your content and can take actions, such as creating a ticket or looking up an order. Agents can be published to Microsoft Teams, Microsoft 365 Copilot, a website or other channels.
It sits in Power Platform, so it uses the same environments, connectors, Power Automate flows and admin controls. Some simpler agents can also be created with the agent builder inside Microsoft 365 Copilot; Copilot Studio is the place for agents that need more control, actions or wider publishing.
Pick the right first use case
The best first agent answers a narrow set of repetitive questions from content that is already accurate. Good candidates have a clear owner, a clear audience and a measurable volume of questions today.
| Use case | Knowledge source | Fit for a first agent |
|---|---|---|
| HR policy and benefits questions | HR SharePoint site | Strong |
| IT how-to and help desk triage | Knowledge base articles | Strong |
| New hire onboarding | Onboarding site and checklists | Strong |
| Sales product questions | Product sheets and FAQs | Good if content is current |
| Customer-facing support | Public help content | Later, after internal pilots |
| Agents that update finance records | ERP via connectors | Later, with strict controls |
Prepare the knowledge and permissions
Agents are only as good as their sources. Before building, clean up the content: remove outdated policies, mark final versions, and put the curated set in one SharePoint site or library. Confirm who has access, because many knowledge sources return only what the signed-in user can see, while some configurations return what the agent's own connection can see.
Write down what the agent must not answer, such as individual salary questions or legal advice, and plan the fallback: hand off to a person, a ticket form or a Teams channel.
Set up governance before building
Create a dedicated environment for agent development and another for production, rather than building in the default environment. Apply data loss prevention policies that control which connectors and knowledge sources agents can use. Decide who can create and publish agents, and require user authentication with Entra ID for internal agents.
Review the Copilot Studio settings in the Power Platform admin center, such as whether makers can publish agents to Teams or the web, and review audit logging in Microsoft Purview for agent activity.
- Dedicated development and production environments.
- DLP policies covering agent connectors and knowledge sources.
- Authentication required for internal agents.
- A named business owner and technical owner per agent.
- Licensing and capacity confirmed before rollout.
Build, test and pilot
Start the agent with clear instructions on its role, tone and limits, add the knowledge sources, and test with a list of real questions collected from the people who answer them today. Record which answers are wrong, incomplete or cite the wrong document, and fix the content or instructions rather than piling on topics.
Publish to a pilot group in Teams or Microsoft 365 Copilot for a few weeks. Use Copilot Studio analytics to see which questions are asked, which are answered and where users escalate. Add actions, such as creating a help desk ticket through a Power Automate flow, only after answers are reliable.
Licensing and cost drivers
Copilot Studio is licensed separately from Microsoft 365 Copilot user licenses, using tenant capacity based on usage. Some use by Microsoft 365 Copilot licensed users inside Microsoft 365 may be covered differently. Microsoft has changed these models several times, so confirm current terms before committing to a large rollout, and estimate usage from your pilot.
How Accred Consulting approaches it
Accred Consulting helps organizations launch a first Copilot Studio agent with governance in place. Discovery identifies the use case, knowledge sources, permissions, environments and licensing, and the proposal sets scope, fixed price and timeline. The US-based specialists assigned to your engagement clean up and scope knowledge sources, configure environments and DLP, build and test the agent with real questions, publish to a pilot group and add actions through Power Automate where they fit. Handover includes documentation, owner guidance and knowledge transfer, with optional support retainers.
