Can Microsoft 365 support CMMC, and which cloud do we need?

Short answer

Yes, Microsoft 365 can support CMMC, but the right cloud depends on your data. Contractors handling only Federal Contract Information for Level 1 often use Commercial or GCC. For Controlled Unclassified Information at Level 2, Microsoft recommends GCC High, and export-controlled data such as ITAR generally requires it. Confirm the choice with your assessor and contract requirements before you migrate.

Key facts

  • CMMC Level 1 covers Federal Contract Information with 15 basic safeguarding requirements.
  • CMMC Level 2 aligns with the 110 requirements of NIST SP 800-171 Rev 2 for CUI.
  • Microsoft recommends GCC High for CUI and export-controlled data.
  • Cloud choice drives licensing, migration effort and which third-party tools you can use.
  • Tenant configuration is only part of readiness; policies, SSP and evidence matter as much.

Start with the data you handle

The cloud decision follows the data. Federal Contract Information (FCI) is information provided by or generated for the government under a contract that is not intended for public release. Controlled Unclassified Information (CUI) is a defined set of sensitive categories that require safeguarding, including export-controlled technical data under ITAR or EAR.

Review your contracts for DFARS 252.204-7012, 7019, 7020 and 7021 clauses, and ask your prime or contracting officer which CMMC level applies. The DoD CMMC program rules are now in effect and being phased into contracts, so the required level should appear in solicitations.

Commercial, GCC and GCC High compared

GCC High is a separate environment. Moving to it is a tenant-to-tenant migration, licensing is bought through authorized resellers with eligibility validation, and some features and third-party integrations arrive later or not at all. Plan for those differences early.

Consider an enclave

Not every user needs to be in GCC High. Some organizations keep most staff in Commercial and put the engineering or program team that handles CUI into a GCC High enclave. This can reduce cost and disruption but adds complexity: two tenants, two identity stores, cross-tenant collaboration rules and a clear boundary that the assessor must accept.

Others move the whole company because CUI is spread across many roles. The right answer depends on how CUI flows through the business, which the scoping exercise should map before any migration decision.

Configure the tenant for NIST SP 800-171

Whichever cloud you use, Microsoft 365 provides many of the technical controls behind the 110 Level 2 requirements. Microsoft publishes CMMC and NIST 800-171 guidance and Purview Compliance Manager templates that map controls to Microsoft features.

  • Access control: Conditional Access, phishing-resistant MFA, device compliance, session controls.
  • Audit and accountability: unified audit log, sign-in logs, extended retention, alert review.
  • Configuration management: Intune baselines, attack surface reduction rules, controlled app installs.
  • Media and system protection: BitLocker, sensitivity labels with encryption, DLP for CUI.
  • Incident response: Defender for Endpoint and Defender for Office 365 with documented procedures.
  • Identification and authentication: unique accounts, Privileged Identity Management for admins.

Readiness is more than configuration

Assessors look for a System Security Plan, policies and procedures, a Plan of Action and Milestones where allowed, evidence that controls work, and a clear scope boundary. They also look at shared responsibility, so keep Microsoft's customer responsibility documentation for your chosen cloud.

Allow time for evidence collection and a mock assessment. Projects often take several months from scoping to assessment readiness, longer if a GCC High migration is involved. The schedule should be set after scoping.

How Accred Consulting approaches it

Accred Consulting configures Microsoft 365 controls that support a client's CMMC program; the client and its C3PAO or assessor own compliance, and Accred holds no CMMC certification or attestation. Discovery maps where FCI and CUI live, current licensing and contract requirements. The proposal sets a clear scope, fixed price and timeline, whether that is hardening an existing tenant or planning a tenant-to-tenant move into GCC High. US-based specialists implement Conditional Access, Intune baselines, Purview labels and DLP and audit logging, with structured check-ins. Handover includes configuration documentation for your SSP and knowledge transfer.

Track record: 475+ client projects, 2,000+ migration workstreams and 210,000+ users migrated by a US-based team. Company facts · Case studies

It depends on your data and contracts. Microsoft's guidance recommends GCC High for CUI, especially where DFARS 7012 obligations or export-controlled data apply. Some organizations use GCC for certain CUI scenarios with assessor agreement. Confirm with your assessor and legal counsel before choosing.
Usually yes. Level 1 covers FCI and 15 basic safeguarding requirements, which a well-configured Commercial or GCC tenant can support. If you expect CUI work soon, plan ahead, since moving clouds later is a full migration.
It depends on users, data volume, device management and third-party apps. Licensing eligibility validation alone can take time. For SMB and mid-market contractors, a migration typically runs a few months including planning. A firm schedule is set after discovery.
No product does on its own. Microsoft 365 provides technical controls for many requirements, and Microsoft documents its shared responsibility. Others, such as physical security, personnel screening, training and policy documentation, are your organization's responsibility.
