Exchange hybrid or cutover migration: which should we choose?

Short answer

Choose a cutover migration if you have a small number of mailboxes, no need for long coexistence, and can move everyone in one event. Choose Exchange hybrid if you sync identities with Entra Connect, have more than a few hundred mailboxes, need to move in waves, or need free/busy and shared mailbox access to work across on-premises and cloud during the move.

Key facts

  • Cutover moves all mailboxes in one batch and suits small organizations without directory sync.
  • Microsoft caps cutover at 2,000 mailboxes but recommends it only for much smaller counts.
  • Hybrid supports wave-based moves, shared free/busy and mailbox moves without re-downloading Outlook data.
  • If you use Entra Connect to sync on-premises AD, hybrid is normally the right model.
  • Staged migration only applied to Exchange 2003 and 2007 and is not an option for current versions.

How a cutover migration works

In a cutover migration, Exchange Online connects to your on-premises Exchange over Outlook Anywhere, creates cloud mailboxes and copies every mailbox in one migration batch. Incremental syncs keep the copy current until you switch MX and Autodiscover, then you complete the batch.

It is simple, but it has limits. Users are created in the cloud as cloud-only accounts, so it does not fit an environment that keeps on-premises Active Directory as the source of identity. Outlook profiles usually need to be recreated, which means each user's cache downloads again. Everyone moves together, so any problem affects the whole organization at once.

How Exchange hybrid works

Hybrid joins your on-premises Exchange organization and Exchange Online so they behave like one. You run the Hybrid Configuration Wizard, which sets up organization relationships, connectors for secure mail flow and the migration endpoint. Users are synced with Entra Connect, and mailboxes move with remote move migration batches.

Because both sides share the address space, you can move mailboxes in waves, users keep the same Outlook profile, and calendar free/busy works between moved and unmoved users. If a move causes a problem, the mailbox can be moved back.

Hybrid has options. Full classic hybrid suits long coexistence. Minimal hybrid is lighter and fits short projects that only need mailbox moves. Modern hybrid uses the Hybrid Agent and avoids opening inbound ports for some traffic. Microsoft is moving hybrid free/busy and related features away from Exchange Web Services to Microsoft Graph, so check that your hybrid configuration is current.

When to choose each

  • Choose cutover if you have a small organization, no Entra Connect, a simple mail flow, and can accept one cutover weekend.
  • Choose hybrid if you sync identities from on-premises AD, have more than a small number of mailboxes, or need to move by department or site.
  • Choose hybrid if apps, scanners or devices relay through Exchange and you need time to repoint them.
  • Choose hybrid if executives or delegates share calendars across groups that will move on different dates.
  • For an Exchange 2010 or older source, plan an intermediate step or a third-party tool, since current hybrid and cutover paths expect supported Exchange versions.

What happens to the on-premises server afterward

After a cutover with no directory sync, the on-premises Exchange server can be decommissioned once mail flow and Autodiscover point to the cloud.

After hybrid with Entra Connect, recipients are still managed from on-premises AD. Microsoft supports removing the last Exchange server and using the Exchange Management Tools for recipient management, but that should be a planned step. Before shutting anything down, find every app and device that relays mail through Exchange and give it a new route.

How Accred Consulting approaches it

Accred Consulting picks the migration model during discovery after counting mailboxes, checking Entra Connect, and building an inventory of apps and devices that relay mail. The Proposal states the model, wave plan, fixed price and timeline. Delivery runs pilots, then waves, with structured check-ins. In one Exchange Server exit, that relay inventory prevented an outage. For another client with about 460 mailboxes, hybrid free/busy was moved from EWS to Microsoft Graph in 4 weeks. Handover documents mail flow and what remains on-premises.

Track record: 400+ client projects, 2,000+ migration workstreams and 150,000+ users migrated by a US-based team. Company facts · Case studies

Related questions

No. Mailbox count is one factor, but directory sync matters more. If you keep on-premises Active Directory with Entra Connect, hybrid is usually right even for a few hundred users, because it keeps identities and mailboxes linked and lets you move in waves.
Usually yes. After a cutover, users typically create a new Outlook profile and their mailbox downloads again from Exchange Online. Plan for bandwidth and help desk time on the first business day. Hybrid moves usually avoid this because Outlook reconnects to the moved mailbox.
Yes. Third-party tools copy mailbox content without hybrid and can help with unsupported source versions or complex mappings. They do not provide free/busy coexistence or keep the same Outlook cache, so they suit some scenarios better than others. Pick the model during discovery, based on source version and coexistence needs.
