Short answer
Cut Microsoft 365 licensing waste by reclaiming licenses from inactive and departed users, removing licenses from shared mailboxes that do not need them, dropping add-ons already included in your suite, moving light users to Frontline or lower plans and timing reductions to renewal dates. Then use group-based licensing and a monthly review so waste does not come back.
Key facts
- Licenses assigned to departed or inactive accounts are the most common source of waste.
- Shared mailboxes under 50 GB without an archive or hold generally do not need a license.
- Add-ons such as standalone Defender or Intune licenses are often duplicated by suite licenses.
- Annual-term subscriptions generally cannot be reduced mid-term, so plan cuts around renewal.
- Group-based licensing in Entra ID makes license assignment repeatable and auditable.
Where licensing waste usually hides
Most tenants accumulate waste the same way: people leave and their licenses stay assigned, plans are bought for a project and never removed, and add-ons are purchased before a suite upgrade that already includes them. Microsoft price changes make this more visible, but the waste was usually there already.
- Departed users whose accounts are blocked but still licensed.
- Active accounts with no sign-in or app activity for 60 to 90 days.
- Shared mailboxes, room mailboxes and service accounts that were given full user licenses.
- Duplicate licenses, such as Business Premium plus a standalone Intune or Defender for Business license on the same user.
- Users on premium plans who only use email and Teams on the web.
- Unused add-ons: Visio, Project, Power BI Pro, Teams Phone, Copilot or audio conferencing seats with no active use.
- Trial and free subscriptions that converted or clutter the license view.
How to find the waste
Start in the Microsoft 365 admin center. The Licenses page shows assigned and available counts per product. The Usage reports show last activity per user for Exchange, OneDrive, SharePoint, Teams and the Microsoft 365 apps. Note that reports may show concealed user names by default, which an admin can change in report settings.
For a fuller picture, export data with Microsoft Graph PowerShell. Pull each user's assigned licenses, account enabled status, last sign-in time from Entra ID sign-in activity and mailbox type. Join it into one sheet so you can filter disabled-but-licensed accounts, inactive users and shared mailboxes with licenses.
Check the Billing and Your products pages for subscription term, billing frequency and renewal date. You need these to know when reductions can actually take effect.
Fixes that remove waste
Before removing a license, confirm what depends on it. Removing an Exchange license from a user mailbox starts a grace period before the mailbox is disconnected. Removing a license from a user on litigation hold or a retention policy may break a legal requirement. Removing Intune or Entra ID P1 can take a user out of Conditional Access and device compliance coverage.
| Finding | Typical fix |
|---|---|
| Departed user still licensed | Convert mailbox to shared if needed, transfer OneDrive, then remove license |
| Licensed shared mailbox | Remove license unless it exceeds 50 GB or needs an archive or hold |
| Duplicate security or Intune add-on | Remove the standalone license where the suite includes the same service |
| Light user on premium plan | Move to a Frontline plan or a lower Business plan if features allow |
| Unused add-on seats | Reclaim and reduce quantity at renewal |
| Mixed plans with no rationale | Define license personas and assign by group |
Timing reductions with your renewal
Under Microsoft's New Commerce Experience, annual and multi-year subscriptions generally allow seat reductions only within a short window after purchase or at renewal. Monthly-term subscriptions offer more flexibility but usually at a higher price per seat.
A practical approach is to reclaim licenses now so they become available for new hires, stop buying new seats until the spare pool is used, and reduce quantities at renewal. Some organizations keep a small monthly-term subscription for seasonal or project staff and the stable core on annual terms.
Keep waste from coming back
- Use group-based licensing in Entra ID so licenses follow department or role groups.
- Tie license removal to the offboarding checklist, with a set number of days after departure.
- Define three to five license personas, such as full knowledge worker, frontline, executive with add-ons and service account.
- Run a monthly report of disabled-but-licensed and inactive users.
- Review add-on usage, including Copilot, quarterly against actual activity.
How Accred Consulting approaches it
Accred Consulting runs license optimization as a short, fixed-price project. Discovery exports license assignments, sign-in activity, mailbox types and subscription terms, then maps findings to fixes and renewal dates. Accred checks dependencies before any license is removed, including holds, Conditional Access and device compliance, so savings do not open security or compliance gaps. Delivery includes group-based licensing, license personas and an offboarding link, with documentation at handover. Clients work directly with US-based specialists and can add an optional Support retainer for monthly license reviews.
Track record: 475+ client projects, 2,000+ migration workstreams and 210,000+ users migrated by a US-based team. Company facts · Case studies
