What does a good Microsoft 365 onboarding process look like?

Short answer

A good onboarding process starts from an HR record, creates the account automatically, assigns licences and access through groups based on role and department, and gets a device to the new hire ready to set up with Windows Autopilot. On day one, the person signs in with a Temporary Access Pass, registers MFA, and finds the right Teams, SharePoint sites and apps already waiting.

Key facts

  • Access should come from groups tied to role and department, not copied from another user.
  • Group-based licensing removes manual licence assignment.
  • Temporary Access Pass lets a new hire register MFA securely on day one.
  • Autopilot can ship devices straight to new hires, ready for setup.
  • Onboarding and offboarding should mirror each other, so access added is access removed.

Start from a single source of truth

Most onboarding problems begin with an email from a manager asking IT to set someone up like another person. That copies years of accumulated access and misses things. A better process starts from the HR record: name, start date, job title, department, manager and location.

If you use an HR system such as Workday or SuccessFactors, Microsoft Entra ID inbound provisioning can create accounts from it directly. API-driven inbound provisioning works with other HR systems. For hybrid environments, the account can be created in Active Directory and synced. Smaller organizations can use a simple form that captures the same fields and feeds a Power Automate flow or a script.

Grant access through groups

Access should follow role and department, so it can be granted and removed predictably. Dynamic groups in Entra ID, which need Entra ID P1, can add users automatically based on attributes like department or job title.

  • Group-based licensing assigns the right Microsoft 365 plan and add-ons automatically.
  • Department groups grant membership to the right Teams, SharePoint sites and distribution lists.
  • Enterprise app assignments give single sign-on to SaaS apps the role needs.
  • Access packages in Entra ID Governance can bundle access with approval and expiry for exceptions.
  • Lifecycle workflows in Entra ID Governance can run pre-hire and first-day tasks automatically.

Get the device ready

With Windows Autopilot, new devices can be ordered from a supplier that registers them to your tenant and shipped straight to the new hire or the office. When the person signs in, Intune installs apps and policies, and Windows is ready within the setup window. Macs follow the same model with Apple Business Manager and Automated Device Enrollment.

Keep a small stock of pre-registered devices for urgent starts, and assign the device to the user ahead of time so the right apps arrive.

Day one sign-in and security

Avoid emailing or texting a password. Issue a Temporary Access Pass from Entra ID that is valid only for the first day, and give it to the new hire through their manager or in person. They use it to sign in, register Microsoft Authenticator or a passkey, and set up Windows Hello for Business.

Measure and improve

Track how long it takes from HR record to a working account and device, and how many access requests arrive in the first two weeks. Many follow-up requests mean the role groups are missing something.

Document the process as a runbook, and test it with every new hire for a few weeks after changes. Most importantly, build the matching offboarding process at the same time, so every group, licence and app assignment added on day one is removed on the last day.

No. HR-driven provisioning is the most reliable option when you have a supported HR system, but a structured form feeding a Power Automate flow or script gets most of the benefit. What matters is one source of truth, role-based groups and no copying of another user's access.
Ideally, you do not. Use a Temporary Access Pass valid for a short window on the first day, delivered through the manager or in person. The new hire uses it to register MFA and Windows Hello or a passkey, and may never need a password for daily sign-in.
Dynamic membership groups need Microsoft Entra ID P1, which is included in Business Premium and E3. Lifecycle workflows and access packages need Microsoft Entra ID Governance or Entra ID P2 for entitlement management. Check current Microsoft licensing before you design around them.
